COMBAT ZONE TAX EXCLUSION (CZTE) ENTITLEMENT
STOPS WHEN HOSPITALIZED SERVICE MEMBER BECOMES AN OUTPATIENT.
A member of the Armed Services is entitled to combat zone tax exclusion
or qualified hazardous duty area exclusion for any month during any part
in which he or she performs active service in a combat zone or qualified
hazardous duty area. All enlisted and warrant officer pay are tax exempt
while serving in a combat zone designated area; officers are limited to
the highest enlisted Basic Pay plus HFP/IDP.
HOSPITALIZATION
A member receiving continuous (24 hours in the hospital) treat may
continue to receive CZTE up to 2 years.
COMBAT ZONE TAX EXCLUSION LEAVE (CZTEL)
Leave earned in a combat zone is tax-free. When Service Member’s take
leave after departing the combat zone, the taxes associated with the
leave days will be deducted/reimbursed. If a Service Member takes leave
during the month of departure from the combat zone, the member accrues
no tax benefit because the month is already free. CZTEL is applied to
first leave(s) taken after departure from the combat zone.
HARDSHIP DUTY PAY LOCATION (HDP-L)
ENTITLEMENT STOPS WHEN SERVICE MEMBER DEPARTS THE HARDSHIP DUTY LOCATION
Is payable to members entitled to basic pay; payable for either
permanent change of duty station or temporary/deployed/attached duty of
30 days duration at a monthly rate ($100.00) not to exceed $300.00,
while the member is performing duty designated by the Service as
hardship duty.
This entitlement begins the day of arrival and ends on the day the
member departs. Rates are established by specific countries and are
available in Chapter 17 of DODFMR Volume 7A.
HOSTILE FIRE OR IMMINENT DANGER (HF/IDP)
ENTITLEMENT STOPS WHEN HOSPITALIZED SERVICE MEMBER BECOMES AN OUTPATIENT
Is payable when a member is on official duty in a designated IDP area
(Chapter 10 of DODFMR Figure 10-1). Effective October 1, 2002 HF/IDP is
payable at a monthly rate of $225.00. It is payable in addition to all other
pay or allowances. Additionally, it is payable in the full amount without
being prorated or reduced, for each month, during any part of which, a
member qualifies. Active and Reserve Component members who qualify, at any
time during a month, will receive the full amount of HFP/IDP regardless of
the period of time in active duty or the number of days they receive basic
pay during that month
HOSPITALIZATION
A member entitled to HFP/IDP, who is hospitalized for a wound or injury
incurred as a result of hostile action, is entitled to HFP/IDP for each
month hospitalization continues, up to an additional 3 months after the
month in which the wound or injury occurred (paragraph 100302, DODFMR).
FAMILY SEPARATION ALLOWANCE (FSA)
Is payable only to members with dependents. The member is on TAD away from
the permanent station continuously for more than 30 days, and the member's
dependents are not residing at or near the TAD station. NOTE: Married
couples who are living together prior to and immediately before the
deployment primary may be paid FSA-T (only one member is entitled if both
are deployed in different locations). Payable at $250.00 per month and
accrues from the day of departure from home station and ends the day prior
to arrival at home station.
SAVING DEPOSIT PROGRAM (SDP)
"Effective February 1, 2003, any member serving in an assignment outside the
United States or its possessions in support of Operation ENDURING FREEDOM in
an area that has been designated a combat zone or as in direct support of a
combat zone is eligible to participate in the Saving Deposit Program after
the member has served in that assignment for at least 30 consecutive days or
at least one day for each of three consecutive months". Amounts deposited
accrue interest in accordance with Executive Order 11298 at the rate of 10
percent per annum compounded quarterly from the first of the month of the
deposit. Interest stops 90 days after re-deployment. Service Member’s can
contribute up to $10,000 of un-allotted current pay and allowances (net
pay).

TRAVEL
Separation
Submission of Final Travel Voucher: Service Members separating, have six
months from the date of separation to submit their final travel voucher to
their parent command.
Retirement
Submission of Final Travel Voucher: Service Members who retire have one year
from the date of retirement to submit final travel vouchers to their parent
command.
WAIVERS AND REMISSIONS
Waiver of Indebtedness
Recovery of erroneous payments of pay and allowances may be waived if
recovery is determined to be against equity and good conscience and not in
the best interest of the United States. Applications for waiver must be
received within 3 years from the date the erroneous payment was discovered.
There must not be any indication of fraud, misrepresentation, fault, or lack
of good faith on the applicant's part. Active duty members, reservists, and
members of the National Guard, must submit their applications through their
finance/payroll offices. Separated military members, military retirees, may
submit their application to the address shown on the top of the waiver
application form. Annuitants should contact the US Military Annuitant Pay
Office at 1-888-332-7411 for specific procedures.
Remission of Indebtedness
Each case is considered, reviewed, and decided upon based on its own merits.
Remission does not apply to debts arising from excess leave or erroneous
payments of basic pay due to non-collection of courts martial forfeitures.
Debts arising from advance leave which become excess leave upon separation,
or recoupment of a bonus due to early separation, do not qualify for
remission as there is not debt until discharge, and the member is no longer
on active duty. Active duty enlisted personnel should submit the
Waiver/Remission of Indebtedness Application, through their
finance/disbursing office.
RESERVISTS INJURED DURING DRILL OR AT
When a Reservist gets injured in the line of duty while on inactive duty or
active duty orders for a period of 30 days or less, he/she may apply for
medical care and incapacitation pay. This authorization for medical care and
incapacitation pay is called a Notice of Eligibility (NOE). Once an NOE is
approved by HQ, an injured Reservist is eligible to receive medical care for
that specific injury until he/she is returned to duty or separated from the
service through the Disability Evaluation System (DES).
RESERVISTS INJURED ON ORDERS FOR 31 DAYS OR
MORE
When Reservists are on active duty for 31 days or more, they receive the
same medical care as active component members. All members are required to
undergo a physical examination immediately before de-activation. Reservists
on activation orders who are not medically fit to be released from active
duty will remain on active duty for treatment until the end of their orders.
At that time, if the issue is still unresolved, their command will submit a
request for medical extension package to the Director, Physical Evaluations
at the Medical Center.
